ELECTION FINANCIAL REPORTING


Election campaign financial statements for candidates and registered parties are due within four months of election day.

Election returns going back to the 2003 General Election are available on this website. Earlier returns can be obtained from Elections Manitoba.

Political candidates and registered parties are required to file financial returns with Elections Manitoba, outlining their election expenses and financial transactions within four months after election day.

In this manner, Elections Manitoba can ensure that all candidates and registered parties endeavor to comply with the provisions outlined in The Election Financing Act, The Elections Act, and guidelines issued.

Statements and returns are public information and are made available for public inspection as they are received. They may be inspected or copied by anyone during regular office hours at Elections Manitoba. Where a review for a particular return has not been completed, the information available for inspection may not be complete. If the review has been completed, a final version is placed in the public inspection file along with the statement and return as originally filed.

If you are unable to visit Elections Manitoba, you may request that information be sent to you. In the event of a discrepancy between this information and the statements and returns filed with Elections Manitoba, the latter shall prevail.

A third party is a person or group, other than a political party, candidate or constituency association, that promotes or opposes a registered party or a candidate during the 90-day pre-election period or the election period.

In a general election, election communication expense limits for third parties are set at $100,000 for the pre-election period and $25,000 for the election period. For a byelection, the limit is $5,000.

“Election communication” refers to any public communication during a pre-election period or an election period that promotes or opposes a registered party or a candidate. This includes any communication that takes a position on an issue with which a registered party or candidate is associated.

A third party must register with the CEO immediately after having incurred election communication (advertising) expenses of more than $2,500 in the pre-election or election period.
